Co-working, co-creating, co-developing: The first building block in developing HORIZN BER CITY will be devised collaboratively in the course of a two-tier concept tender process in line with the EU Concessions Directive. European property, investment and project development companies were invited to develop bold and sustainable solutions in a dynamic process together with potential operators and future users.

Two-tier concept tender process

The focus is on diversity and creativity. The first stage of the process has been completed. International property, investment, and project development companies as well as their prospective partners were invited to submit concept sketches for the first building block of the development. The concept sketches submitted by the shortlisted bidders will now be refined and fleshed out - until a decision is taken on awarding the project.

The ground rent obliges the contractual parties to become long-term partners. Regular adjustments will be necessary, and solutions need to be devised jointly over the entire project lifecycle.
